
维州首次购房者被“税”哭!可享印花税减免的城区不到20个?反对党提议:$100万内免印花税!

维州成千上万首次购房者正被巨额税单压得喘不过气来,因为该州的主要购房支持计划已难以跟上现实需求。
分析显示,维州反对党计划将首次购房者印花税减免计划的房价上限提高至100万澳元,这一举措将为额外204个城区的购房者免除印花税提供资格。
目前,全州符合减免资格的城区不足20个,这些城区的独立屋中位价才能落在现有规定范围内。
澳大利亚统计局(ABS)数据显示,2023-2024财年,维州共发放了36,756笔首次购房贷款。
该年还另有1,893笔贷款发放给购买投资房产的首次购房者。
但州税务局数据显示,仅有32,849人通过首次购房印花税减免计划获得了优惠,该计划为60万澳元以下的购房提供全额印花税豁免,并在60万至75万澳元之间按比例减免。
一套售价750,001澳元的房产,印花税高达40,070澳元;如果售价为100万澳元,印花税则达到55,000澳元。
昨天,维州反对党宣布,他们将把房价上限提升至100万澳元,以使该州的政策更接近昆士兰州和新南威尔士州的标准,同时也呼应联邦政府即将推出的“Help to Buy”共有产权计划的上限调整。
反对党估算,该政策将在一年内帮助1.7万人实现购房梦。不过,这一计划最早也要等到2026年11月下次州选之后才能落地,前提是他们赢得大选并成功执政。
PropTrack的中位价房屋销售数据表明,目前仅有19个城区的房价低于60万澳元;而按照反对党提案的上限,符合资格的城区将增至204个。
另一组PropTrack的销售数据显示,在过去一周内,有至少263套房产的售价符合现行政策的门槛。如果采用反对党的新标准,则在过去七天内将有868笔交易符合资格。
这一变化将使一些曾经的首次购房热门区域重新纳入支持范围,如Sunshine、Watsonia、Reservoir 和 Greenvale,这些城区如今的房屋价格大多超过75万澳元,已经无法享受任何印花税优惠。
维州房地产协会代理首席执行官 Jacob Caine 表示,鉴于普遍预测房价在未来一年将持续上涨,州政府应该立即调整政策,而不是等到自由党提出后再拖到大选。
Caine说:“政府唯一不愿现在做出改变的原因,就是他们依赖这些印花税收入,而这些钱恰恰是从首次购房者手中拿来的。”
他指出,印花税长期以来被研究证实是一种效率低下的税收方式,不应继续成为阻碍首次购房者在工作地点和家庭附近购买合适房产的障碍。
他补充说,此次调整有望将185个城区纳入减免范围,这一广泛扩展也可能抑制因税改带来的房价上涨压力。
贷款中介公司 Mortgage Choice 的经纪人 David Thurmond 认为,州政府的首次购房支持计划需要全面审查,因为自2017年以来从未更新,“毫无疑问”,现在有成千上万的购房者的房屋价格都已超过当前上限。
Thurmond说:“那么这几年发生了什么?房价出现了巨大增长。”
“这迫使人们在选择居住城区上作出妥协,也意味着他们未来不得不再买第二套房来满足生活需求。”
“如果免除印花税,确实有人可以考虑80万澳元的房子。”
